Elaine Cristina Carvalho Moura, RN, MSN, PhD is an Adjunct Professor at the Federal University of Piauí (UFPI), Brazil, and a distinguished researcher in simulation-based education and competence development in nursing. Currently on a sabbatical year. With over 18 years of experience in academia, research, and healthcare management, she has significantly contributed to competency assessment and professional development in nursing.
As part of her PhD research, Dr. Moura developed the Professional Competence Development Framework (PCDf)—a robust model that integrates knowledge, skills, and attitudes (KSAs) to structure and measure professional competence in nursing education. Building on this theoretical foundation, she has validated psychometric instruments to assess both technical and non-technical competences, advancing the field of competency-based nursing education and assessment.
A Harvard-trained simulation fellow at the Center for Medical Simulation (CMS), Harvard Medical School, USA, Dr. Moura has worked extensively on the cross-cultural adaptation of competence assessment tool. She also led UFPI’s Simulation Laboratory for a decade, setting international standards in simulation-based learning.
Her expertise spans in educational interventions using innovative teaching strategies, especially simulation-based education, learning, and experience; development, translation, and psychometric evaluation of research instruments; nursing management; education patient-centered communication, clinical judgment, wound care, and mental health. Her work has been published in top-tier journals, including the Journal of Nursing Management and the International Wound Journal.
Dr. Moura is a member of INACSL and International Nursing Networks (INN), continually expanding her expertise in healthcare simulation, AI in healthcare (MIT), and interdisciplinary innovation (NUS/NTU, Singapore). She remains committed to developing innovative, evidence-based approaches to nursing education that enhance competency-based learning, patient safety, and healthcare quality worldwide.
